I think it's highly situational. A lower laff toon can easily dance at the end, but it depends on the people helping them. For example, on my 2nd toon, he needed caviar from hollywoods, so I naturally went to VP. When I get in, I see a fifteen laffer with good, but not quite maxed gags. She would have danced at the end, if it wasnt for the people on her side. They used a combonation of gags that would leave a level 12 alive, enough to kill her. =[
So, if the toons lured instead, she would have survived.
Also, the VP was intended to have the littler toons in it. About four years ago, before Cashbot HQ came out, there was the task, help a new toon defeat a VP, and they had to be four-five laff or less. ^_^
