What is a "low toon"?
If you're talking about laff, then of course not. Sell ubers can be as low as 15 laff, and I think a 30-something laffer has soloed the VP.
If you're talking about gags, then it depends. If they have level 1/2 throw and squirt gags (only), then yes. If they have sort-of okay gags, then no.
