Yeah. Like they've said above you need to finish all of the DDL tasks, including 80 Gag Bag, and you need to be above 100. After that, you should get a Toontask asking you to visit a shopkeeper. The tasks basically get you to defeat cogs on specific streets for each part. Then, you get to do the BBHQ tasks after that.
