Because what happens if everyone goes in early and 3 elevators go off, and then 6 or 7 CC's, Flunkies, whatever show up at the posted run time, or a minute early and there is no one there? Maybe that 3rd elevator had 6 HW50's on it? The loads may have been distributed better.
Read Mels reasons above... We wait until run time because that is the posted time. That is the only way that we can get everyone a fair chance at going to see the boss.
Back in the day (walking to/from school uphill, BOTH WAYS, in the snow) we used to have 100+ toons at the VP, and we would load early and we wouldn't finish loading until 10-15 AFTER the hour. Now we send off fewer ele's and they sometimes load quickly, so you will see everyone who cares about the CCG guidelines wait until posted run time.
