Hey there. 
No problem if you didn't understand, it can be kind of hard. After a while you will be a pro at this forum.
Anyways, to join the KOATTA group you simply:
- Click on UserCP (Circled in red):

- On the left hand side it says "Group Memberships" Click that.
- Then look for this:

Make sure that little circle is checked.
- Scroll down a little till you see the 'Join Group' Button.
- You then give a reason why you want to join. Then either me or toontown dawg will review it and accept you into the group if we like the reason. You could just say you are a kid and is addicted to toontown.
- If you was accepted, you will then be a official member
