Yep, you have to have room to get a toontask. It is much like the lawbot suit. Going to toon hdqtrs. getting a task to see Shep, seeing Shep, completing task, seeing Shep, then going back to toon hdqtrs. to start the procedure all over again. And it does eventually take you to BB Hdqtrs. to be able to complete some of Shep's tasks. The first 6 are very easy, the next 2 require bldgs. which can be simple if you are able to solo or find other toons to help you take a 4 or 5 story. You still might not find a Raider or Cheese in the building. The remainder are in BB Hdqtrs. I think it is 9 more tasks.
