No, different toons can feed the cogs. What is meant by three times in a row is that if the stomach icon fills up, the cog start banging his hands on the table and yellow lightning bolts shot out. He is totally mad for being ignored and you have to start over again. As long as he has been fed three times in a row without geting angry, he will be destroyed.
