Yes. I agree. Let's say that 100 people used to play toontown. And 1/4 of them (25) are mean toons. Now let's say Toontown's population grosses to 200. 1/4 of the population is now 50. So it just seems like more, when actually it has been equivelent the whole time.
I am confusing myself....
