The Chairman...
On the second page of our map...the "underworld"....
A cog neighbourhood, as the HQs were once planned to be. 6 level buildings. Each topped not with Big Wigs and Hollys, but with "Board Members". Board members = level 13 cog.
The board room or the main HQ will contain the "Chairperson" and also board members to be defeated. The prize for defeating the Chairman? How about the ability to carry 2 (or 3) level 7 gags....Or...the ultimate prize, to have the last gag track?
