I'm posotive it's a bug on Disney's end because it has just happened to atleast two member here within the space of around an hour and a half. Now I'm gonna send an email to them...
Toontown Dawg, send a billing/accound e-mail to Disney with explaing what's gone wrong. I just got this message back from them:

EDIT: Er, actually I think that just a standard automated response. Silly me!
