Yeah thats what they put up, when closed for maintaince or update. They don't put closed for implementation of new game play when adding stuff either.

Well BBHQ may not be that far away for open toons, seeing as its on test and has been for 2 days now. These regular maintainace and update periods probably mean preparation for open release and download of BBHQ. This happened in last major update.
However don't get hopes up you'll see anything very soon, still 2-3 weeks of testing to go, they only added courtyard and some the the offices, yesterday, early rumours on test that the CEO battle may of been added today.
