The Devil Ray's main place is anywhere in Donald's Dreamland. I suggest to many people to fish the Brrrgh playground only because it is the easiest pond in all of Toontown to fish. The Devil Ray can be found in any pond in Toontown including your Estate.
I have personally caught the Devil Ray on Punchline Place in Toontown Central. Seaweed Street in Donald's Dock. Elm Street in Daisy Gardens. Alto Avenue and the playground of Minnies Melodyland. Walrus Way and the playground of The Brrrgh. Lullaby Lane, Pajama Place and the playground of Donald's Dreamland.
