Maybe it's leading to another side of the map o_O. Or like I saw in another thread, it could be that the street is not done, and they wanted BBHQ to be out but in a different spot, and then they'll move it to the end of the completed street.

You make a REALLY good point. If youve noticed, the street that BBHQ connects to is the golf course place. then BBHQ street is shown cut off becasue it oes to the bottom of the map ; ) so i think this may be true.
