Those larger toons are waiting to see if others step forward to ride the elevator and have a turn. If they see no one coming forward or that there's no high level toons on the elevator then they will step on once the final 10 seconds start ticking down. Correct me if I'm wrong here, but I believe that's how it's supposed to work.

Indeed, on our run this morning every last one of those large toons waiting there and packing on at 7 seconds left were AMBASSADORS or long term CCG members. They are there to ensure that an elevator doesn't go up half empty.

Yep, that is how it works. The issue I left out was that when one toon scrambled on in the last 10 seconds he stated "That's Funny", followed by the next toon with "What in the Sam Hills going on in here". So I was not the only person who felt that no one was packing. I understand waiting for those who need promos, and etc. I would not have stated that nobody packed on if that was not how it happened!
