You can't buy level seven gags in the gag shop. The only way to get them is to earn them. Or yes, you can plant a tree.
Once you reach level seven, you have to earn 500 points in that gag track before it will give you a level seven gag. Your progress will show on the counter.
Once you use the gag, you have to earn 500 more points before you get another one. Your progress will show on the counter.
It will let you earn enough credits for two level seven gags, that's the limit you can earn in advance. One to carry, and the next one after. At that point it will say '0 To Go.' When you use one and have to start earning points again, that's when it will say '500 To Go.'
