Lure is the gag of control. If you can immobilize the cogs, you gain the upper hand in a battle.
Sound is overrated. Who needs 4 angry cogs? Best to hold them in place and work on one at a time or however many can be taken out successfully in a turn.
TU is the coward's choice where priority is concerned. It is more important to prevent attacks than kiss the booboo. You can do far more damage before you actually NEED a toonup, and you can do an entire building without ever needing a toonup as well. It's a NICE gag but not "the most important" OR essential gag to win in any scenario where toons know what they're doing.
