Im Not Sure Whats Wrong But That Happended With Runescape When I Played It Like A Year Or Two Years Ago So It Might Be Your Java Is Out Of Date Or Somthing Maybe You Should Check For Updates Or How About Firewall? That Might Be Blocking It. Anyway I Hope You Can Soon Get It Fixed! Its Never Happended To Me With My Router So I Dunno If Its Somthing About Your Dial Up Or Somthing .
