This happens alot in double-lures, and rare otherwise. Its a bug, but TT has many other bugs to fix up on first. This is definately not first priority, and it probably wont be fixxed anytime soon, if ever.. Especially with BBHQ coming around the corner.
I am also pretty familiar with coding and scripts. I havent seen any of ToonTown's programming, but in most cases it shouldnt be hard to fix. It's most likely a problem with probability and if one misses, the other doesnt.
As I said though, ToonTown has many other bugs and glitches to catch up on and BBHQ coming around the corner.
