For racing, I would guess just over 50% of my races were with friends. For golf, maybe 25%? I go with randoms in almost every aspect of Toontown.
I have a second account, but I don't play them together. I don't use spoofer, and our router didn't work when our second computer did. (My daughter REALLY wants to play together, we have been on TT for 4 years and have only played together a handful of times
)
Maxing these things are easiest (for those of us on one account and willing to go "random") if you work on it consistently when it first comes out, because that is when there are the most people in those areas.
