I think you are talking about making your toon small in size, right? If so, you do have to shop around. You will find that you are offered a similar task for different rewards. If you don't find what you want, you can choose a task and then reshop for the task you want, assuming you can carry more than one task at a time. There is no guarantee they will offer you what you are looking for after that either. Sometimes, you can wait a day or two and reshop, and they will eventually switch what they offer.
Any effect lasts for longer and longer periods as you progress thru the tasks, the shortest being in TTC. After you get your law suit, which is the last "not for fun task," all you get is "for fun tasks." At that point, the effect will last for 30 days and you can have it offered for as few as 100 cogs.
