Lure, besides the fact that it's necessary for large solos, can save a whole team that's in jeopardy. Also, knockback damage is another + that Lure offers. Lure easily saves lower laff toons from damage they could take an easily go sad from, TU wouldn't even get to play its role.
For TU, there are lots of ways to get around it. I mean you've got Doodles and TU Unites for one. Really, TU shouldn't even be needed much unless you've got an un-strategic group, or a miss occurs.
My final opinion is Lure > TU
