I could not download it using IE, I had to use Mozilla Firefox. I assume that you are only prompted to download the launcher if you are using Vista or a previously incompatible browser. The download took awhile, but I liked it once I had it installed. You log in simply from an icon on your desktop and it it takes you directly to your select-a-toon screen. Much faster than logging into the website.
A couple things I've noted from using the new launcher:
Your screenshots are now saved in a folder called "Toontown Online" and not "Toontown". You can find this folder next to your "Toontown" folder.
I did find something that I do NOT like about this launcher which has got me using the website log in again.
Like was talked about on test, I am also having trouble with getting true friend codes. When I try to generate a code, I am given this message:

When I click to set my parent password I get this message:

When I agree to exit the game and go to the website to set my parent password I am taken to TT's website and prompted to put in my parent password. After that I get this error:

PLEASE NOTE that my account is paid and up to date. This toon I tried this on already has several secret friends. I've had my parent password set since I began this game.
This is a huge bug (is it even a bug??) that needs to be fixed SOON. I see on test there have been complaints and reports to disney about this. I will not be using my launcher until this is fixed as I need to be able to generate tf codes..
