D. Ray can be found pretty much anywhere.
Frozen fish is an ultra...EASY! lol. You will catch this bad boy like every other fish in TB.
As for the sea horse, it caught be caught anywhere also. The more rare sea horses (Arabian and Clydesdale) are most commonly found at your estate.
