I dont think you should give up, just keep at it, and eventually through random probability you will catch all of them. I can see you still need the Concord. The Concord can be found in DDL, but the majority of people that I have seen have caught him in TB PG.
Out of all of the stats I have done, the Concord has been the most difficult to catch for the majority of people. So be optimistic and know and understand that there is possibly a lot more fishing to do beyond what you have done already. Keep your head up and your lure in the water
