You can only carry one level seven gag at a time. You must earn a new one by earning 500 points. When you have one, you can start earning the next one and end up at zero to go. Then in the run where you use your gag, you will get a new level seven and then go back to 500 points.
Remember, if you use you level seven and you end up going green, and you are at zero. You have to dance again to get that seven back. That is the only time it is awarded as a result of points. Also I tend to hit a few cogs or a building before a long mint or DA if I am close to earning one anyway. I like to get as many points as I can towards the next one if I can!
What ever level seven you grow, you may pick one a day, as long as you aren't currently carrying one.
