Puerto Rico, Guam, and the American Samoa aren't really part of the United States, just like the Falkland Islands are not a part of the UK. They are territories that belong to the US but they aren't a part of it. Examples of this are the facts that they dont hold elections and most people there dont pay federal income tax. They are their own countries.
Yeah, I agree about how some of the billing options are more complicated for people in these territories. They should come up with something that has less hastle.
