They already made the Factory easier years ago. What more could you want? A Level 4 Factory Foreman? Gag restock barrels in every room?
Any and every Cog HQ is easy with teamwork and strategy. Why lower the Cog levels just becasue a few people are incapable of resisting the urge to sneak into Lawbot HQ at 50 Laff?
If this did happen, how do you think the people who needed 5500/8900/14400 would feel? This would probably almost double the amount of Factories/Mints/DAs they would need to complete.
