I do not believe you can download TIPS. TIPS is only a online program to notify you of invasions.
I am working on a PHP version of TIPS, but kid nino and I have made it like a new name and everything. I will release this around Feburary when I get a domain for it. (It's a short URL, hehe. Will be my homepage.)
