There is a legend in Toontown about an underground organization of Toons dedicated to keeping Toontown Cog-free by whatever means necessary. One of their agents, code name Whispering Willow, runs the clandestine operation out of Talking in Your Sleep Voice Training on Pajama Place in The Brrrgh. Rumor has it that if you would like to join the resistance, just ask her if she would like some help.
