I believe the difficulty of the VP is just random. It may seem at times that the VP is being really mean but in reality it is more than likely a combination of events:
1) Do you have 8 toons?
2) Are toons hitting the VP with pies?
3) Are toons close to the VP or are they staying back in a "safe" location?
4) Do you have a VP basher?
5) What is the experience level of the toons?
6) Do you have lag? Do the others?
Having a full compliment of toons who know what they are doing is best. Is the VP being hit constantly with pies (face and body) as this really is the key to getting him to open the bottom door more often than he normally would. If the toons are to far away he is not threatened and will not do the small gear attack or gear throwing as often and this is replaced by the jumping and moving. Is there someone who keeps running into the treads of the vp because if you do this he will not jump but he will also not be stunned anymore and he will close his bottom door so as not to be stunned. Yes you may have 3 lvl 50's with you but is that toon a brother or sister of the owner and do they really know how to fight the vp. Finally, lag, lag, and more lag. I advise fighting the vp in a non-busy district to remove most of the lag.
