TIPS is a seperate website to Toontown. You can have it running at the same time as Toontown. If an invasion starts, you can go to the TIPS website and report the invasion.
You cannot stop an invasion on Toontown, but you can report that the invasion has finished to that seperate website even if it is still happening in Toontown.
