I had a problem earlier today for a period of about 5 mins where I got that message, and then it started working again. Probably just a game server glitch.
Unless you're getting it continuously. If you're still experiencing the problem, make sure you don't have any security/firewall software enabled, or else make sure it is configured to allow Toontown. Beyond that, I'd send a bug report.
