You need 3 to 4 people stunning cogs. 3 is the minimum, 4 is more ideal.
I also agree with Lgz about staggering refills if possible. Because the second there is no-one on cogs, the scale will quickly tilt in the Plantiff's favor.
Everyone usually runs for the scales, but IMO the cogs are the key to winning or losing.
Edited to add, the battles I won, there were no unites used and people weren't stopping to toon each other. People just concentrated on stunning. I left one of my wins with 56 laff out of 106.
